Chapter 1 General Provisions
Article 1
These Media Regulations apply to all members of the press and media engaging in coverage at Suzuka Circuit and/or Mobility Resort MOTEGI.
Article 2
Members of the media have a responsibility to understand and adhere to all regulations herein.
Article 3
Regardless of the subject of coverage, every member of the media engaging in coverage/reporting at Suzuka Circuit and/or Mobility Resort MOTEGI must be granted an appropriate Suzuka Circuit or a Mobility Resort MOTEGI Media Pass (hereinafter collectively referred to as “Media Passes”). Media Passes are not transferrable. Giving away or lending a Media Pass to another person is prohibited.
Concerning the "Media Offices" referred to in these regulations, the Suzuka Circuit Media Office will be in charge of competitions, motorsport events, as well as non-competition events including various driving events and circuit runs (hereinafter "race events") held at Suzuka Circuit, while the Mobility Resort MOTEGI Media Office will be in charge of race events held at Mobility Resort MOTEGI.
The Suzuka Circuit Media Office will be in charge of the Honda Mobilityland Permanent Media (annual media) registration that allows the applicants to join the Motegi-Suzuka Mutual Aid Association (hereinafter “MS Mutual Aid Association”), for which membership is valid from March 1st to the last day of February of the following year.
The "calendar year", "fiscal year" and "year" in these regulations all refer to the period from March 1st to the last day of February of the following year.
Article 4
Accredited members of the media should be sufficiently aware that, due to the nature of motorsports, there are inherent risks and dangers involved in covering race events. In the case of an accident occurring during coverage, protect yourself from harm and immediately suspend coverage activities to ensure personal safety.
Article 5
In the event of an accident in which a member of the media suffers injury or death or receives any kind of damage during his/her media coverage activities, regardless of the cause of the accident, except in a case determined to involve gross negligence or willful misconduct, said media member shall accept that no event organizer, persons involved in the event venue, officials, participants, competitors, other press attendees will be held responsible and waives his/her rights to file legal claims for damages or the like against them.
Article 6
Copyrights for media content such as recorded sound, photographs, video/film, etc., taken at the Suzuka Circuit/ Mobility Resort MOTEGI are reserved by Honda Mobilityland Corporation or the promotors and governing bodies of the respective race events depicted. Unauthorized replication of said contents in newscasts, broadcasts, telecasts, print media and multimedia is strictly prohibited, unless the replication is for news segments of newspapers, magazines, radio or television broadcasts that serve the public interest. Otherwise, prior permission for use of such content must be obtained from the copyright holder.
Article 7
Members of the media must promptly submit to the Media Office of the circuit involved copies of any articles printed in newspapers or magazines, or the URLs of electronic media in which their reports or photographs/video footage were published/posted. In the event that no such report is submitted, the media member may be requested to return their Media Pass or denied accreditation in the future.
Chapter 2 Media Accreditation Criteria
Article 8
As a general rule, a Media Pass is granted to publications (hereinafter "news publications") that widely make facts public in unbiased form and are recognized as public press with a public nature (hereinafter "press coverage").
Publications that are considered to be "news publications" (publications for which Media Passes are granted in principle) are as follows:
(1) Newspapers, news agencies, and broadcasting stations that are members of the Japan Newspaper Publishers and Editors Association.
(2) Newspapers (limited to daily editions) and magazines that are available to the general public via face-to-face retail outlets nationwide.
(3) Newspapers or periodicals that are issued by press organizations that meet the above conditions in items (1) and (2) of this article, and websites that complement news broadcasts (free distribution only).
(4) Internet news websites run by a corporate organization, information-oriented websites (free viewing sites only), vehicle or tire manufacturer websites.
These websites must state clearly the company they are operated by, and as a general rule, must have 1,000,000 or more page views per month. If they are asked by the Media Office to submit publication materials, they must comply with the request.
(5) Television (news programs) and radio (news programs) that do not meet the above conditions in item (1) of this article.
(6) Video publishers with their own video distribution platform. *Limited to press coverage purposes. *Excludes publishers where general users can post videos.
(7) Publications and organizations specially authorized by the Media Office.
The following are publications that are not considered to be "news publications" (publications for which Media Passes are not granted in principle).
(1) Publications that do not meet the qualifications as “news publications” stated above.
(2) Publications that qualify to be considered as "news publications" as defined above but use video footage of more than 3 minutes.
(3) Publications that qualify to be considered as "news publications" as defined above but are judged by the Media Office not to be “public press” in nature.
(4) Publications operated for the purpose of personal or commercial use.
(5) Publications related to in-house newsletters or documents for in-house use.
(6) Publications related to sales of video, audio or photographic data.
(7) Publications related to reporting the (race) results of participating teams, drivers/riders or manufactures.
(8) Various social network services (SNS) such as Facebook, X, Instagram, and TikTok.
(9) Video distribution services (YouTube, Nico Nico Douga, etc.) that allow users to post their own videos and earn advertising revenue.
(10) Publications related to teams, drivers/riders and sponsors participating in the respective race events.
Even if publications are not considered to be "news publications”, they may be granted a Media Pass (AD Pass) as an exception, depending on the subject of their coverage and the intended use of the materials they gather, and whether the requirements concerning license fees and prescribed conditions have been met (hereinafter “commercial photography”).
Article 9
In the case of coverage for the purpose of commercial photography, as a general rule, the pass holders are not allowed access to the Media Center, except for the registration purposes, and will not receive any of the services provided there for members of the media (distribution of result sheets, catering services).
Chapter 3 Media Pass Accreditation Procedures and Eligibility Criteria
Article 10
The Media Passes are divided into A passes, B passes, C passes, and AD passes according to the areas that holders can access and the nature of their coverage work. Furthermore, these passes may be granted to persons of the age of 16 or older based on the criteria prescribed in Article 19, and with consideration of the applicant’s past press coverage results, the areas they wish to access and the nature and subject of their coverage work.
Article 11
As a general rule, photographers are granted an "A pass, B pass or C pass" and journalists are granted a "C pass".
Reporters, editors, photographers, and camera crews who have an exclusive contract with a news publication company whose publication meets the criteria prescribed in Article 8 or employees of the company. Also, freelance reporters, editors, photographers and camera crews who receive business requests from such news publication companies should apply online through the Media dedicated pages of the Honda Mobilityland website. Since procedures and application deadlines vary depending on the race event, the applicants themselves should contact the Media Office. In principle, applications received after the deadline or on the day of the respective race event are not accepted.
Article 13
Those wishing to do video filming must submit a coverage plan for the video filming and an "Agreement on use of audio, photographs and/or film/video" to the Media Office by the time of the application deadline for the race event involved. In principle, a Media Pass will not be granted if the above documents are not submitted or lack the signature of the person in charge and the company seal, etc.
Article 14
An applicant who doesn’t meet the requirements prescribed in Articles 19 and 20 must contact the Media Office by phone or email in advance. Inquiries regarding such matters made at the reception desk on the day of the race event are generally not accepted.
Article 15
It is possible that a Media Pass may not be granted in the following cases. Moreover, even after the Media Pass is granted, the media member may be requested to return their Media Pass and may be denied accreditation in the future.
- To persons who do not directly engage in press coverage activities, even if they meet the criteria of the publications prescribed in Article 8
- If the Media Office deems that an application is inadequate
- If there is a false statement made in the application or coverage results.
- When there is a limit on the number of people who can be accredited at the race event.
- When there is an act that goes beyond the bounds of socially accepted behavior (use of intimidation, threats, threating behavior, insults, long-term confinement due to such things as repeatedly making the same requests despite being refused, or excessive repetition of such, slander and libel on SNS or the Internet).
Article 16
As for the World Championship race events, any race events with equivalent status or the race events designated by the Media Office, a special Media Pass will be granted in accordance with the respective supplementary Media Regulations. In addition, the accessible areas may be different from the normally permitted areas. The applicants themselves should contact the Media Office regarding the application procedures.
Article 17
In the case of applicants who are underage but 16 years of age or older, they must submit an “Underage Agreement and Waiver of Liability” in addition to the other prescribed procedures. If the Underage Agreement and Waiver of Liability is incomplete or not included in the application, a Media Pass will not be granted. The applicants themselves should contact the Media Office regarding the Underage Agreement and Waiver of Liability. In addition, the first day of media coverage activities will be the date for judging applicant age.
Article 18 [Number of Media Passes granted]
(1) Generally, up to three (3) passes are granted per publication. The Passes are granted to those who will join the MS Mutual Aid Association, which is specified separately.
(2) Regulations may be established by the governing body or organizer of a race event and may take precedence over this regulation.
(3) The Media Office may grant more than the limited number of passes if it recognizes that the additional passes are needed. In addition, the number of passes may be limited even if the upper limit is not reached.
Article 19 [Permanent Media Registration Criteria]
"Competition" in this article refers to be a competitive event organized by either Honda Mobilityland Corporation, Suzuka Motor Sports Club (SMSC), or MO Sports Club (M.O.S.C.) (Excluding World Championship status competitions and events, driving events, sports driving and circuit runs).
(1) Permanent Media A (hereinafter “Permanent A”)
Permanent A is for photographers whose purpose is to photograph motorsports for press coverage and who also meet one of the following requirements:
- Persons who were granted a Permanent Media Pass A the preceding year and have press coverage results from the preceding year.
- Holders of a Permanent B Pass in the preceding year who have covered five (5) or more four-wheel competitions or three (3) or more two-wheel competitions a year for the most recent three or more consecutive years at the Suzuka Circuit and/or Mobility Resort MOTEGI.
- Holders of a One-Event Media Pass A in the past who have covered five (5) or more four-wheel competitions or three (3) or more two-wheel competitions a year for the most recent three or more consecutive years at the Suzuka Circuit and/or Mobility Resort MOTEGI.
- Applicants for whom the Media Office deems that a Media Pass is necessary to conduct their press coverage activities effectively.
The Media Office reserves the right to approve and register as Permanent A some applicants even though they do not meet any of the requirements listed above in item (1) of this Article.
The Media Office reserves the right to deny registering as Permanent A any applicants deemed as inappropriate by the Office, even though they may meet one or more of the requirements listed above in item (1) of this Article.
(2) Permanent Media B (hereinafter “Permanent B”)
Permanent B is for photographers whose purpose is to photograph motorsports for press coverage and who also meet one of the following requirements:
- Persons who were granted a Permanent Media Pass B the preceding year and have press coverage results from the preceding year.
- Holders of a Permanent Media C Pass in the preceding year who have covered five (5) or more four-wheel competitions or three (3) or more two-wheel competitions a year for the most recent three or more consecutive years at the Suzuka Circuit and/or Mobility Resort MOTEGI.
- Holders of a One-Event B Pass in the past who have covered five (5) or more four-wheel competitions or three (3) or more two-wheel competitions a year for the most recent three or more consecutive years at the Suzuka Circuit and/or Mobility Resort MOTEGI.
The Media Office reserves the right to approve and register as Permanent B some applicants even though they do not meet any of the requirements listed above in item (2) of this Article.
The Media Office reserves the right to deny registering as Permanent B any applicants deemed as inappropriate by the Office, even though they may meet one or more of the requirements listed above in item (2) of this Article.
(3) Permanent Media C (hereinafter “Permanent C”)
Permanent C is for persons whose purpose is to conduct motorsports press coverage but who do not meet any of the above requirements in items (1) or (2) of this Article, provided that they wish to conduct coverage throughout the year and are deemed appropriate to do so by the Media Office.
Article 20 [Media Pass Accreditation Criteria by pass type]
"Competition" in this article refers to be a competitive event organized by either Honda Mobilityland Corporation, Suzuka Motor Sports Club (SMSC), or MO Sports Club (M.O.S.C.) (Excluding World Championship status competitions or events, driving events, sports driving and circuit runs).
(1) Media Pass A (hereinafter “A Pass”)
A Passes are granted to photographers whose purpose is to photograph motorsports for press coverage and who also meet one of the following requirements:
- Persons who are registered as Permanent A in the year in question.
- Persons who were granted a Permanent A Pass within the last two years.
- Holders of a One-Event A Pass in the preceding year who have covered four-wheel competitions or two-wheel competitions held at their designated circuit of choice.
- Holders of a One-Event or Permanent B Pass in the past who have covered five (5) or more four-wheel competitions or three (3) or more two-wheel competitions a year up until the previous year and for the most recent three or more consecutive years at their designated circuit of choice.
- Applicants for whom the Media Office deems that a Media Pass is necessary to conduct their press coverage activities effectively.
The Media Office reserves the right to approve and grant an A Pass to some applicants even though they do not meet any of the requirements listed above in item (1) of this Article.
The Media Office reserves the right to deny granting an A Pass to applicants deemed as inappropriate by the Office, even though they may meet one or more of the requirements listed above in item (1) of this Article.
(2) Media Pass B (hereinafter “B Pass”)
B Passes are granted to photographers whose purpose is to photograph motorsports for press coverage and who also meet one of the following requirements:
- Persons who are registered as Permanent B in the year in question.
- Persons who were granted a Permanent B Pass within the last two years.
- Holders of a One-Event B Pass in the preceding year who have covered four-wheel competitions or two-wheel competitions at their designated circuit of choice.
- Holders of a One-Event or Permanent C Pass in the past who have covered five (5) or more four-wheel competitions or three (3) or more two-wheel competitions a year up until the previous year and for the most recent three or more consecutive years at their designated circuit of choice.
- Applicants for whom the Media Office deems that a Media Pass is necessary to conduct their press coverage activities effectively.
The Media Office reserves the right to approve and grant a B Pass to some applicants even though they do not meet any of the requirements listed above in item (2) of this Article.
The Media Office reserves the right to deny granting a B Pass to applicants deemed as inappropriate by the Office, even though they may meet one or more of the requirements listed above in item (2) of this Article.
(3) Media Pass C (hereinafter “C Pass”)
C Passes are granted to photographers whose purpose is to conduct motorsports press coverage but who do not meet any of the above requirements in items (1) or (2) of this Article, provided that they wish to conduct coverage and are deemed appropriate to do so by the Media Office.
Chapter 4 Procedures for press coverage activities
Article 21
Based on Article 12, the Media Office will notify the applicant within about five (5) days after the application deadline whether the application has been accepted or not. In cases where the number of applications exceeds the upper limit of the number of press persons that can be accepted to cover a particular event, judgments concerning applicant acceptance will be made in the order prescribed in Article 8.
Article 22
Accredited media must follow the prescribed procedures to conduct press coverage at a race event:
(1) Accredited media persons must submit at the Media Reception Desk a “Honda Mobilityland Media / AD Pass Agreement and Waiver of Liability” contract form filled out and stamped with their company seal, the approval seal of the person responsible from the newspaper/magazine in which person’s reports or photographs will be published, the person’s own seal and an ID photo (top to bottom 45mm, width 35mm, taken in the last three (3) months). Permanent Media registrants may be able to omit some items on the form, regarding which details will be notified separately by the Media Office.
The accredited media person might be required to submit a letter of recommendation from the respective Chief Editor in charge written on the publication’s letterhead, describing the press coverage proposal and proof of the person’s past press coverage (copies of any articles printed in newspapers or magazines, or video, audiotape and such in which the person’s reports or photographs/video footage were published/posted), documents, etc., that the governing body / organizer of the respective race event mandate to be submitted separately.
(2) Accredited media persons must sign a Press Coverage Agreement and Waiver of Liability and, if necessary, receive a Media Tabard (hereinafter "Tabard"). In addition, non-regular members of the MS Mutual Aid Association must pay the MS Mutual Aid Association membership fee.
(3) In cases where there is no Media Reception Desk, accredited media persons should follow the same procedures as prescribed above in (1) of this Article at a place that will be announced separately.
(4) Return the Media Tabard and the like to the Media Reception Desk (in cases where there is no Media Reception Desk, return it to the PR department office of Suzuka Circuit or Mobility Resort MOTEGI) as soon as after the press coverage is complete.
(5) In accordance with Article 7, accredited media persons must submit the copies of any articles printed in newspapers or magazines, or the URLs of electronic media in which their reports or photographs/video footage resulting from their coverage were published/posted.
(6) If accredited media persons do not follow the above procedures, their press coverage will not be deemed as proof of their past coverage results and it is possible they may not be authorized for future press coverage.
Article 23
Applicants must be aware that the Media Passes prescribed in these Regulations may not apply for some race events.
Article 24
Accompanying persons not taking part in press coverage activities (hereafter “Non-media Person”) are not allowed.
(1) A Non-media Person is regarded as a spectator. Even if he/she submits an application, a Media Pass/AD Pass will not be granted. If he/she does not complete the procedures prescribed in Article 12, the person is regarded as a Non-media Person even if he/she is a Permanent Media registrant.
(2) Unless approved by the Media Office, Non-media Persons are not allowed to access the Media Center.
Chapter 5 Media Pass Permitted Access Areas
Article 25 [Media Pass Permitted Access Areas]
Permitted access areas for the press coverage activities are determined according to the type of Media Pass as follows:
Regardless of the type of the Media Pass, access and/or conducting press coverage activities in the restricted areas (including neighboring areas of the medical center, parc ferme, scrutineering area) is prohibited under any and all circumstances.
Regardless of the type of the Media Pass held, no press coverage activity of any type is allowed in the Red Zone. However, passage through Red Zone areas is permitted in cases when passage is unavoidable to get to an adjacent area. In this case, members of the media should pass through the area as quickly as possible. The Media Office will notify members of the media of the location of the Red Zones in each race event.
(1) A Passes
Holders of A Passes are allowed in all areas except the restricted areas. Press coverage activities in the Red Zones designated for each race event are prohibited.
(2) B Passes
Holders of B Passes are allowed into the track, paddock, pit area (up to the pit box) and spectator areas. Press coverage activities in the pit lane, on a signaling platform and in the Red Zones are prohibited.
(3) C Passes
Holders of C Passes are allowed in the paddock, pit area (up to the pit box) and spectator areas. Press coverage activities in the track, in the pit lane, on a signaling platform and in the Red Zones are prohibited.
(4) AD Passes
Holders of an AD Pass are allowed in the areas prescribed above in items (1), (2) and (3) of this Article. As a general rule, accessing the Media Center except for registration is not allowed and the holders will not receive any of the services provided there for members of the media.
(5) Under no circumstances shall accredited media persons access the restricted areas designated by the Media Office. In addition, care should be taken not to disturb the teams or organizations that occupy each pit when accessing and doing press coverage activities there. Regarding press coverage activities in the spectator areas, care should be taken not to disturb the spectators.
*The term “track” in the Media Pass refers basically to the service road of the racing course and the area between the guardrail and the fence on the spectator area side. It does not include the racetrack itself or the safety zone. When race officials deem an area dangerous, they may instruct members of the media to leave the area even if it is not designated as a restricted area or Red Zone.
(6) Regardless of the provisions stated above in items (1) to (5) of this Article, the access areas for press coverage activities may be enlarged or restricted as the Media Office deem necessary.
(7) Access areas for press coverage activities for race events held at the Mobility Resort MOTEGI Oval Track will be posted/announced by the Media Office for each race event.
(8) As for other course facilities, the provisions listed above in items (1) to (4) of this Article are applied. However, the access areas for press coverage activities may be enlarged or restricted as deemed necessary.
(9) The Media Office may request members of the media who do not follow the provisions of this article to return their Media Pass, or they may not be granted a Media Pass in the future.
Chapter 6 Points to Keep in Mind in Press Coverage Activities
Article 26
Be sure to keep the following points in mind during press coverage activities. The Media Office may request members of the media who do not follow the provisions of this article to return their Media Pass and Tabard. In this case, the media person involved may be denied the right to request accreditation in the future.
(1) The Media Pass and Tabard must be displayed/worn properly in the specified position so that they are easily visible and recognizable by the officials. The members of the media are responsible for their Media Pass and Tabard at all times during their press coverage activities. To prevent unauthorized use of Tabards by third parties, in the event of loss of their Tabard, the member of the media responsible may be required to bear the full cost of producing replacement(s) for the lost Tabard(s).
(2) Members of the media must comply with the access area rules applying for their press coverage activities, obey instructions given by the officials, and not engage in any dangerous actions or disturb the operation of the race event in any way.
(3) In a race event where refueling is allowed, members of the media who are allowed access to the Pit Lane area must dress in clothing, such as long sleeve tops and long trousers or coveralls, that fully cover the body and do not expose body skin as much as possible when engaged in press coverage activities in these areas. Their clothing must be made of fire-resistant (more than flame-resistant) material. In addition, for race events for which the governing body/organizer has specific regulations, the members of the media should always comply with these regulations for that race event. If a member of the media does not comply with said regulations, they may be asked to stop their press coverage.
(4) At Mobility Resort MOTEGI and Suzuka Circuit, the use of tripods is prohibited on service roads and on the track(*) areas to ensure safety, except in the areas for which special permission is granted.
(*) See above item (5) (*) of Article 25.
(5) Regardless of the tasks media persons are assigned to and regardless of the type of the Pass they hold, those who have been granted a Media Pass or an AD Pass must attend the related Media Meeting whenever the Media Office holds one. If they fail to attend the meeting, restrictions may be imposed on their press coverage activities in the future. Having a substitute attend the meeting in their place is not be allowed. In cases where a media meeting is not held or there is a holder of a type of Pass that does not require attendance, the holder of such a Pass will be notified of the fact separately.
(6) Persons whose media pass application have been accepted must never lend or transfer their Media Pass or Tabard to a third party.
Chapter 7 Motegi-Suzuka Mutual Aid Association (MS Mutual Aid Association)
Article 27
As a general rule, membership in the Motegi-Suzuka Mutual Aid Association is required in order to be accredited as a member of the media and granted a Media Pass for any race event organized by Honda Mobilityland Corporation. The procedures for joining the MS Mutual Aid Association for those who wish to be granted a Media Pass are carried out collectively by the Media Office in accordance with the Media Pass application process.
(1) Those whose Permanent Media registration application has been accepted should pay the regular membership fee of the MS Mutual Aid Association. The Permanent Media Pass will not be considered valid until the payment of the regular membership fee is completed. The Media Office will separately notify applicants of the payment method.
(2) Permanent Media registrants who have been granted a change in their Pass type prior to the original pass’ expiration date, or who have been provisionally granted press coverage activity rights equivalent to those of other passes by the Media Office, must then pay the appropriate amount of MS Mutual Aid Association membership fee in accordance with their new status.
(3) Those who wish to be granted a Media Pass and who have taken out an accident insurance policy that covers press coverage activities in motorsports at Suzuka Circuit or Mobility Resort MOTEGI by their media company or individually may be exempted from joining the MS Mutual Aid Association by submitting separately a written exemption application to the Media Office. However, if an applicant does not submit the written exemption application and refuses to join the MS Mutual Aid Association, in principle, a Media Pass will not be granted to them.
(4) If an applicant for a Media Pass has not registered as a resident in Japan, it is up to the applicant to join the MS Mutual Aid Association.
(5) The scope of insurance coverage is in accordance with the rules of the MS Mutual Aid Association.
(6) As for the contents of the MS Mutual Aid Association, please refer to the stipulations of the Mutual Aid Association Rules described in the related appendix to the present Regulations.
Chapter 8 Application of the Media Regulations and Appendices
Article 28
When questions arise over the interpretation of the present Media Regulations, the Media Pass holders and applicants may file written inquiries. The concerned parties will be notified of the answers to the inquiries following the final interpretation or decision made by the Media Office.
Article 29
Media Pass holders will be notified of detailed rules and other matters regarding press coverage activities that are not described in the present Media Regulations by one of the following methods each time as the need arises. Notification will either be (1) sent to the organization/company to which the Media Pass holder belongs or (2) announced at the Media Center.
Article 30
The present Media Regulations apply to all persons engaged in press coverage activities for motorsports and other events held at Suzuka Circuit and Mobility Resort MOTEGI. The Media Office may request members of the media who do not follow the provisions of the present Media Regulations to return their Media Pass, and the Media Office may also reserve the right not to grant said persons a Media Pass in the future.
■Personal Information Privacy Statement
Honda Mobilityland Corporation (hereinafter "the Company") recognizes the importance of any personal information provided to the Company and will strictly comply with the laws and relevant legislations concerning the protection of personal Information. The Company has also established a privacy policy as its basic policy regarding the protection of personal information and will make every effort to protect personal information by disseminating it to all of our officers and employees. The Company will continuously review and improve this privacy policy going forward.
1. The Company will acquire personal information by legitimate and fair means.
2. The Company will specify the purpose of use of personal information as specifically as possible, and will clearly indicate, notify or announce it to the individual.
3. The Company will not use personal information without the consent of the individual, other than for the purpose of use indicated, notified or announced to the individual.
